Mandatory Codes of Practice: Mine Health & Safety Guidelines

The mining sector faces an important deadline as the Chief Inspector of Mines recently published two significant Guidelines for Mandatory Codes of Practice under the Mine Health and Safety Act, 1996 (MHSA). These new guidelines, which come into effect on 1 October 2025, mandate employers to compile and implement Codes of Practice for Change Management in the South African Mining Industry (GNR 6328) and the Prevention of Fires at Mines (GNR 6329). 

The publication of these Guidelines indicates a renewed focus on safety and operational integrity within South Africa's mining sector. For all employers governed by the MHSA, the requirement to develop and implement these Mandatory Codes of Practice is non-negotiable. Mining organisations must now prepare comprehensive documentation and training programmes whilst ensuring their current safety protocols align with these enhanced regulatory standards. 

Change Management in the South African Mining Industry (GNR 6328) 

  • Mining operations must establish formal procedures for assessing and managing all operational changes that could impact worker safety or mine stability 

  • Comprehensive risk assessment protocols must be implemented before any modifications to mining methods, equipment, or personnel structures are approved 

Prevention of Fires at Mines (GNR 6329) 

  • Fire prevention systems and emergency response procedures must be documented, regularly tested, and maintained according to prescribed standards 

  • All mining personnel must receive specialised fire safety training with clear evacuation procedures and equipment operation protocols
